Ilham Heydar oglu Aliyev
Ilham Heydar oglu Aliyev was born in December 24, 1961, in Baku.

He attended a secondary school in Baku from 1967 till 1977.

In 1977, he entered the Moscow State University of International Relations (MSUIR).

In 1982, upon his graduation, Mr. Aliyev had continued his education as a postgraduate student in MSUIR.

In 1985, he finalized his research works and received a PhD degree in history.

During the years of 1985-1990, he gave lectures at the Moscow State University of International Relations.

From 1991 to 1994, he led a group of private industrial-commercial enterprises.

In 1994-2003, he was the vise-president, and later the first vise-president of the State Oil Company of the Republic of Azerbaijan (SOCAR). He had been actively involved in the implementation of Heydar Aliyev’s oil strategy.

He is an author of numerous research works on geopolitical aspects of oil strategy of sovereign Azerbaijan. He holds a degree of doctor of political sciences.

In 1995 and 2000, he was twice elected to the Milli Majlis (Parliament) of the Republic of Azerbaijan.

In 2003, he stopped his activity as a Member of Parliament due to his appointment to the post of Prime minister of the Republic of Azerbaijan.

Since 1997, Mr. Ilham Aliyev is the President of the National Olympic Committee of Azerbaijan. For his great contribution to the development of sports and Olympic movement, Mr. Aliyev was awarded the highest order of International Olympic Committee and “Grand Cordon” Order of Merit of International Military Sport Council.

He has been elected deputy chairman of the New Azerbaijan Party in 1999, first deputy chairman in 2001, and the chairman of the Party in 2005.

From 2001 to 2003, he was the head of the Azerbaijani Parliamentary delegation to Parliamentary Assembly of Council of Europe (PACE).

In January 2003, he was elected as Deputy-Chairman of Parliamentary Assembly of Council of Europe and member of the PACE bureau.

In August 4 2003, following the approval of the Milli Majlis (Parliament), he was appointed as the Prime minister of the Republic of Azerbaijan.

In October 15, 2003, he was elected as the President of the Republic of Azerbaijan. More than 76% of voters supported Ilham Aliyev’s candidacy during the elections. He assumed his post on 31 October, 2003.

In April of 2004, Mr. Aliyev was awarded a medal and diploma of honorable member of PACE for his active participation in PACE events and commitment to European values.

Ilham Aliyev was elected to the second term of the President of the Republic of Azerbaijan, after acquiring 88% of votes of electorate in the elections, held on October 15, 2008. He started to execute the Office of the President of the Republic of Azerbaijan on October 24, 2008.

Mr. Aliyev is fluent in Azerbaijani, English, Russian, French, and Turkish.

Mr. Aliyev is married, has three children and two grandchildren.

The Speech of H.E. Mr.Ilham Aliyev, the President of the Republic of Azerbaijan at the solemn opening ceremony of cultural year “Baku – Islamic Culture Capital 2009”

Dear ladies and gentlemen,

Dear guests,

I greet you all wholeheartedly. Today is a very remarkable day in Baku and Azerbaijan. We are gathered here on the occasion of the solemn opening ceremony of the Cultural Year “Baku – Islamic Culture Capital 2009”. I have no doubts that this splendid event, the inaugural ceremony and further events will be successful and will play its positive role in solidifying the world of Islam and the Islamic culture and ensuring its rapprochement.

I greet all who have played a role in adopting of this decision and stress deep thanks to them. The declaration of Baku as the Islamic Culture Capital has taken place in the meeting of Islamic Culture Ministers. Both the Islamic Conference Organization and ISESCO have played an important role in this issue. On this day, I would like to note in particular the activities lead by Mr. Altwaijri, the Director General of ISESCO. He has played a tremendous role in adopting of this decision. Mr.Altwaijri is a great friend of Azerbaijan and the relationship between ISESCO and Azerbaijan has been elevated to the highest level in the result of his activities. We implement various programs. Many events are being undertaken in Azerbaijan under the auspices of ISESCO. Thus, the ties between Azerbaijan and ISESCO are entering into a new era. This is the issue of paramount importance.

As the independent country, Azerbaijan is relatively young. There are just 17 years that we live as the independent country. In the course of these years, we have strived and do strive to bring our contribution to the solidarity between Islamic countries and their unity. For this reason, many events have been organized in Azerbaijan. At the same time, Azerbaijan plays a very active role in the Islamic Conference Organization. During last years, numerous events have been undertaken in Azerbaijan: the Islamic Foreign Ministers meeting; the meeting of Islamic Culture and Tourism Ministers. We will have even more in the years to come. So, we are trying to make the Islamic Ummah closer by our policies, steps and practical activities. We are working to make the Islamic solidarity even stronger. There is a big need for it. We have to support each other both in political and economic fields. We should have even closer co-operation. We have to reciprocate our economic potential. Islamic countries should increase the mutual commercial turnover.

It is incontestable that the solidarity and unity between Islamic countries at political level within international organizations, including the United Nations. I am confident that each Muslim nation feels that. Our joint initiatives are very successful. All these initiatives have the only and sole goal: to ensure peace all over the world; to establish security; to prevent wars in the world and foster a dialogue between civilizations by getting better results from it. In some cases, there is a lot of talk about cross-civilization dialogue while many things are still to be done in this respect. The role played by Azerbaijan is increasing.

As I mentioned earlier, many events have taken place in our country under the patronage of the Islamic Conference Organization, ISESCO and the European structures. On some occasions, they are held jointly. This is very important. It is in our interests to strengthen relations between Europe and the Islamic world because our success depends mainly on wider scale of these ties and clearer mutual understanding. We will continue to pay our efforts to make the Islamic solidarity even stronger.

Islam is the religion of brotherhood and tolerance. Our sacred religion should be presented in the world as such. Steps made to present the Islamic world should be seen also in the cultural field because it has a very rich history and culture. Our culture should be presented to the entire world in its original form.

Azerbaijan is the country with ancient history and culture. As I said already, in spite of our existence for 17 years as the independent country, Azerbaijan is the land with very rich cultural legacy. Throughout the centuries, people had been very creative in Azerbaijan. Our historical monuments are a very illustrated example. Our literature, music, fine arts, historical monuments and our native Azerbaijani language are the moral foundations of the Azerbaijani people. We build our modern State at the basis of such strong foundations. Our Statehood building activities are destined to enable us to form the modern State at the basis of strong historical and moral foundations, strengthen our Statehood and independence and make it permanent and irreversible and in this way, ensure the overall development of Azerbaijan. We have significant results in this pathway. Today, we are very proud to say that Azerbaijan is a fully independent country and has succeeded to maintain and foster its independence. Nowadays, Azerbaijan is the country which realizes independent foreign and internal policies. We have mobilized all our resources. Increasing regional role of Azerbaijan, strengthening of its positions in the world and being a very reliable partner are under continuation. Azerbaijan is known as the reliable partner in the world. Both our political steps and the regional policies and initiatives are directed to the friendship and co-operation. We wish to have peace and security in the region. If we would succeed in that, more possibilities will be opened up for the development.

As far as our common development is concerned, we can say that in the course of last five years, Azerbaijan has sought the unprecedented dynamic development in the world. During last five years, our economy has been the fastest growing economy in the world. Radical economic and political reforms have strengthened Azerbaijan. Our country is very optimistic about its future. The work completed so far enables us to substantiate it. Our work has resulted in a big success. All promises are kept. Our country has the multifaceted development.

It is obvious that first of all, one need moral foundations for the comprehensive development of any country. We have such foundations. At the same time, we have to implement well-balanced policy. We have to go step-by-step towards our goals. The overall development of a country means also the progress in cultural field. The particular attention is paid to it. In spite that Azerbaijan has managed to sort out from the most difficult situation several years ago.

The history of our independent economic development is not very long. Though, we see the engulfing financial crisis in the world and sufferings faced by the most developed country making them to insert corrections into their spending programs, Azerbaijan do not decrease its allocations to the field of culture. We will continue to allocate the needed volume of funds to protect our cultural legacy. We feel it already. Almost all historical monuments are being restored in Azerbaijan. We inaugurate new cultural centers. We rehabilitate museums and theaters and build new ones in a very modern and sophisticated way. We will continue this policy. Of course, in the conditions of world crisis, economic hardships, economic problems are unavoidable. Each country faces such problems to more and less extent. But this does not mean that such problems will make us indifferent to such important fields for us. On the contrary, I think that first of all, we should have strong will, well though policy to sort out form any crisis. We have to mobilize all our forces to hit our targets. We see this stance in Azerbaijan.

Statements given by leading international financial institutions prove this attitude. Such statements show that Azerbaijan is one of the most well prepared countries in the conditions of world economic crisis. Such preparedness should not be taken for granted. During last years, the consistent policies made it possible. We have ensured and obtained such preparedness by ourselves. All these elements became possible thanks to our balanced policies, steps, investments made into Azerbaijani economy and diversification of our economic potential. I do not doubt that Azerbaijan will prove itself as a successful country getting out of this very serious and dramatic economic and financial crisis.

I would like to say once again that even during long period of time, we should not decrease the funds allocated to the cultural field as well as our attention to it. The preservation and enrichment of vast cultural legacy of Azerbaijan should be continued by our practical work.

Baku has very outstanding architectural monuments. I am sure that the guests of our capital will familiarize with these monuments. All of them are preserved by the Azerbaijani State and will be in the center of its attention. At the same time, there are numerous historical and religious monuments in other regions of Azerbaijan. It is also protected by the State. However, in the result of the Armenian aggression against Azerbaijan, we are unable to protect our historical legacy in the occupied lands because it is still under Armenian occupation. In the result of this policy of aggression and ethnic cleansing, 20 percent of our territory has fallen under occupation and more than one million of our fellow compatriots have become refugees and IDPs. At the same time, all our historical monuments have been destroyed in these lands by Armenians. All our museums have been plundered by aggressors. All our religious mosques have been destroyed there. This is also reported by international observers. In 2005, OSCE Fact Finding Mission has conducted the mission to Nagorno Karabakh and proved these facts in its report elaborated during the visit to these lands. It writes that everything has been razed to the ground by Armenia. These are the results of Armenian vandalism and its aggressive occupational policy. There is no doubt that we will restore all our historical monuments as we will liberate our lands. We will rebuild all cities and buildings. But, the conflict should be ended to do that. The Armenian-Azerbaijani, Nagorno Karabakh conflict should be ended. The territorial integrity of Azerbaijan should be restored and our citizens should return back freely to their native lands.

While adopting the resolution on the situation in the occupied lands of Azerbaijan at the United Nations’ General Assembly meeting last March, I applaud once again all countries, Islamic countries from this high podium which voted for our position. I would like to stress my gratitude to these States. I would like to say once again that in spite that big States and those who deal directly with this conflict have tried to create problems in the adoption of this resolution and voted against it. Nevertheless, the resolution has been adopted with the large majority of votes. 39 countries have voted for the adoption; the majority of them are Muslim nations. This is the real results of Islamic solidarity. This is the success of our joint policies. In its turn, Azerbaijan is ready also to contribute to the protection of interests of all Islamic countries and will be guided by these principles in its future policy.
